President Kagame appoints leaders in Ministries and Public Institutions

President Paul Kagame on Monday appointed officials from ministries and government agencies, of whom seven have been appointed to the Ministry of Foreign Affairs.

A statement from the Prime Minister's Office states that it is based on the provisions of the 2003 Constitution of the Republic of Rwanda, which was amended in 2015, in particular Articles 111 and 12; Now, on May 11, 2020, His Excellency the President of the Republic appointed the leaders as follows:

1. Moses Rugema, was appointed Ambassador, and was appointed Director General of the State Protocol in the Presidency of the Republic.

2. Ambassador Jack Kabale, formerly Ambassador of Rwanda to France, has been the Special Envoy for the African Union.

3. Theophile Mbonera, became Permanent Secretary in the Ministry of Justice.

4. Clementine Mukeka, has been appointed Permanent Secretary in the Ministry of Foreign Affairs and Cooperation.

5. Patrick Kabera, has been appointed Permanent Secretary in the Ministry of Environment.

6. Dr Regis Hitimana, has been appointed Director General of Insurance for the RSSB.

7. Juliet Kabera, has been appointed Director General of the Rwanda Environmental Protection Agency (REMA), replacing Eng. Collette Ruhamya is the Director of the center.

8. Valerie Nyirahabineza, who was appointed Chairperson of the National Commission for the Retirement and Rehabilitation of Ex-servicemen, was last appointed to the post in December 2019 when Seraphine Mukantabana was removed from the post.

9. Ambassador Guillaume Kavaruganda, Director General for Europe, the United States and the United Nations at the Ministry of Foreign Affairs.

10. Shakilla Umutoni Kazimbaya, former Chargée d'affaires at the Rwandan Embassy in Canada, became the Director General of Africa at the Ministry of Foreign Affairs.

11. Phillip Karenzi, has been appointed Director General of Asia at the Ministry of Foreign Affairs.

12. Sheila Mutavu Mutimbo, Director General of Diplomacy and Cooperation at the Ministry of Foreign Affairs.

13. Juan Haguma, Adviser to the Minister of Foreign Affairs and Cooperation in the Ministry of Foreign Affairs.

14. Darius Rutaganira, Director General of Public Works at the Ministry of Foreign Affairs.
