In a statement posted on his Twitter feed, Minister Giuseppe said some of the country's most important activities are about to open.
Activities are set to begin soon and will be reopened as the COVID-19 epidemic recedes.
Here's how it goes.
Citizens will be allowed to travel to their areas of origin, but nowhere else.
Funeral services will continue, but the maximum number is 150 people who can accompany the deceased.
Athletes are allowed to re-train, and athletes are allowed to do it outside their home or on extended venues.
Bars and Restaurants will be allowed to open on May 4 but the distance between them is 2m. The packaged buyer will continue, but the food is allowed to be eaten at home or at the place where one works. Street trading is forbidden.
Barbers, beauty salons, bars and restaurants will be allowed to operate only during the day on May 1st.
Shops that are not yet open will wait until May 5, when museums and libraries will also be open.
The buses will start operating on May 3 but there will be 1/2 of the usual capacity.
The churches will only start on June 1. Strategies are similar to those in buses.
Various teams will be allowed to start training on May 18.
Prime Minister Giuseppe Conte has not said whether the Italian Premier League is allowed to be resumed.
